The Open LMS Snap Theme has not seen a significant change in Moodle 4.0 but there are a few new features:
Calendar Block has been improved

Dashboard and Timeline
Stay on target with deadlines with an improved Timeline on the Dashboard.
Course indexMove smoothly between course sections.
Activity completionView complete and incomplete activities easily from the course index.
Edit modeToggle edit mode and access the new block drawer to add or view blocks.
Drag and drop to moveMove items from the course index or the central area.
New Resource and Activity IconsIntroduced a new set of activities and Icons with a new colour scheme
New “Open LMS” tab for Boost contextual menu

BigBlueButton is an open source web conferencing and virtual classroom providing real-time sharing of audio, video, chat, slides, screen sharing, a multi-user whiteboard, breakout rooms, polling and emojis.
The free tier BigBlueButton hosting is now included in Moodle LMS 4.0. It offers analytics on user participation, 60 minutes and 25 users per session, moderator webcam and seven-day non-downloadable recordings.

The question bank has been revamped in Moodle 4.0 to allow much more functionality.

Formerly a feature of Moodle Workplace™, the Report builder feature is now integrated with version 4.0 for all users. This functionality allows administrators to create and share custom reports.

Assignments in this new version have interesting new features, such as a new activity description section, a new condition: Grade to pass, and timed assignments. These enhancements can be found across all themes.
Please note that the new Timed Assignments feature must first be enabled at the system level, which can be done by navigating to Administration > Plugins > Activity modules > Assignment > Assignment settings
